Strategic Response Fund (SRF): What Replaced SIF, and Who Qualifies
The Strategic Innovation Fund (SIF) — Canada's largest single innovation program, the one that handed out $10M+ cheques for "large-scale, transformative" projects — is closed to new applications. It's been replaced by the Strategic Response Fund (SRF), a $5 billion program with a broader mandate and, for most startups, the same practical answer: this still isn't for you.
What is the Strategic Response Fund?
SRF is run by Innovation, Science and Economic Development Canada (ISED). It builds on SIF's original mandate — de-risking large-scale innovation and industrial transformation — and adds an expanded scope to support firms significantly and adversely affected by U.S. tariffs. Existing SIF projects continue under their original agreements; SRF only applies to new applications going forward.
Why SIF closed and what actually changed
SIF was designed around a narrower set of large-scale R&D and commercialization projects. SRF keeps that core but folds in a second, distinct priority: tariff-impacted industries need capital fast, and the government built SRF to move on that timeline alongside the slower, multi-year R&D bets SIF always funded. If you had an active SIF file, nothing changes — your agreement proceeds as written. If you were planning to apply to SIF, you now apply to SRF instead, under the same general eligibility bar.
Who's eligible
Eligibility is largely unchanged from SIF, and it was never aimed at early-stage companies:
- Applicant type: for-profit businesses incorporated and operating in Canada are the primary applicants; not-for-profits and cooperatives can qualify depending on the stream.
- Project size: SRF focuses on projects larger than $20 million, with federal contributions starting at $10 million. This is the number that filters out nearly every seed and Series A startup.
- Early consultation expected: ISED explicitly encourages firms to have preliminary conversations with program officials before applying, to confirm fit before investing in a full application.

Is SRF right for your startup? Probably not — here's the honest read
A $10M minimum federal contribution attached to a $20M+ project is built for established manufacturers, large-scale infrastructure builders, and companies deploying capital at a scale most venture-backed startups won't reach for years. If you're pre-revenue, early-revenue, or raising a seed/Series A round, SRF is not your program right now — full stop. That's not a knock on your business; it's a mismatch of scale.
What to do instead if you're too small for SRF
The good news: Canada's non-dilutive system has a program for nearly every stage, and most startups fit somewhere well below SRF's $20M threshold:
- Pre-revenue, doing real R&D: IRAP funds up to $500K in non-repayable R&D salary support with no minimum project size.
- Already spending on R&D: SR&ED refunds up to 35% of qualifying R&D costs — no application, just documentation.
- Manufacturing-adjacent technology: NGen funds $150K–$5M commercialization projects, a fraction of SRF's floor.
- Need a university research partner: NSERC Engage or Mitacs Accelerate both start in the low five figures.
If you eventually scale into $20M+ capital projects — a large manufacturing facility, a major infrastructure build — SRF becomes relevant. Until then, the smaller programs above are where the real, accessible money is.
