Government-backed loan guarantee program that makes it easier for small businesses to access financing from banks and credit unions. The government guarantees up to 85% of the loan, reducing lender risk. Covers equipment, leasehold improvements, and (since 2022) intangible assets and working capital.

- Loan purpose is working capital or goodwill — both are explicitly excluded from the program
- Business annual revenue exceeds $10 million, which is above the program eligibility ceiling
- Loan structured as an operating line of credit rather than financing a specific asset or improvement
